Rave Kiddies
Rave Kiddies are nothing new to 2014, there are plenty of them in 2001. Raves are just as illegal in 2014 as they are in 2001, but ravers have legal immunity under the anarchist dome that Javantea lives under. This makes a large demand on the anarchist community and brings in significant revenue in the form of cover charge, music sales, alcohol, tobacco, drug, and water sales. The clubs in the anarchist community allow just about everything along the lines of self-abuse, but they do not allow intoxicated rave kiddies to leave the club. Usually rave kiddies spend the night at the rave and take a bus home in the morning. An example of a similar place in 2001 is Tijuana, Mexico. If you haven't seen it, it's a party scene every night of the week. Some clubs have all-you-can-drink specials for $5-12. I know from experience, dancing with a bunch of 18-year-old rave kiddies in a Tijuana Club (Myster-e is a decent all-you-can-drink dance club on Avenida Revolucion aka. Revolution Avenue) on a Wednesday night. It is understood that Tijuana doesn't create demand for illegal drugs, just part of the enormous supply. The clubs in the anarchist community are simply responding to a stimuli with an enlightened approach. Instead of forcing young kids to try drugs from questionable sources, extensive testing is done to provide an environment that allows freedom but does not allow danger. This is a clear case of anarchy at its best.

Gang Members
Gang Members in 2014 are slightly more advanced than in 2001. They have access to illegal pre-nano tools for the trafficking of guns (like the Evil Warehouse Grunts), drugs, and stolen vehicles. Most gang members find their greatest demand (and supply) in the UN-controlled areas, since by definition the UN creates the demand. Some gang members (like the ones seen in Scene 1) drift between the anarchist community and the UN-controlled areas following their victims and customers. Larger gangs are known for a strict code of honor, but many gang bangers are just out for same reason any business-person does his/her job. Of course, since the gang members are younger than business-people and they specialize in illegal items, they are treated specially from normal business-people who sell illegal items and murder people. As I said in Warehouse grunts, the car salesperson is no less a criminal than gang members, but there's the immediacy that people love.
